六月廿一日深夜，桃園市空服員職業工會公布華航空服員罷工投票結果，以高達百分之九十五的同意率取得合法罷工權。該消息讓勞團為之振奮，也讓長期爭取權益的空服員歡欣鼓舞，所有職業工會成員皆希望，「愈早罷工愈好」。
經過一晚的秘密會議後，工會迅速訂出運動策略，對外仍宣稱將於暑假罷工，但其實已瞄準蔡英文總統出訪當天「奇襲」，意在「殺得華航措手不及、痛到會同意訴求。」
據了解，職業工會原本考慮，待蔡英文七月二日出訪雙巴返國後再發起罷工行動。但因在發起罷工投票短短兩周內，願意加入抗爭的華航會員「直線成長」，再加上順利通過罷工投票的結果「過於振奮」，工會幹部一致決定要提早罷工，便特意選在蔡英文出訪當天罷工，「讓總統關注空服員勞動權益。」
工會也擬定多項策略，包括持續對外放出「將在暑假罷工」、「取得六月底到七月初凱道路權」、「仍未決定罷工時間地點」、「罷工將提前讓旅客知道」等「煙霧彈」，讓華航、交通部一時眼花撩亂，認為距離暑假還有一段時間，仍能對箭在弦上的罷工進行妥善的人力安排。
華航內部則進行多次沙盤推演，認為空服員提出的七大訴求包括津貼、休假等都有空間可協商。但在職業工會設下「恢復台北松山報到，否則凍結協商」後，華航認為此點為公司整體政策，恐無退讓空間，盼交通部、勞動部能介入處理。
沒想到，空服員無預警提前發動罷工，讓華航手忙腳亂，被逼昨晚宣布今原所有航班全面停飛。
